The proposal was that ‘the results of the cultural festival in the first half will be reflected in the sports festival in the second half, and the final rankings for the school festival will be decided by the results of the sports festival.’ This proposal was passed with a majority vote from all student council presidents except for the First High School’s president. After some discussion, it was decided that the number of students who could participate in the sports festival from each school would be determined by the percentage of sales from the cultural festival.

In other words, even though there were advantages and disadvantage depending on the number of participants in the sports festival, if they could achieve results despite it, they could overtake the First High School.

This setup has been used once before. However, as a result, the sports festival was not held that year. That’s because
