Although this engineer could sense Chaos and even disperse it like any other Mage, he lacked one thing that was the most important for a Mage: he couldn’t converge the Chaos to turn it into magic spells.
Once you join a professional union, you cannot change your occupation, and you cannot leave the union without getting permission from the Mages Association first. The fate of every engineer is that they literally belong to the unions, are made to work for them until they are old, and simply continue to pay premiums to the Association.
In that sense, ordinary citizens have much more freedom than they do. There are many engineers who simply accept their situation as something that cannot be helped, but this particular one thinks that it is unreasonable.
