Scattered across the Blair Volcano were Independent Trade City and Militant Nation outposts. Most of them lay along the slopes facing the Ashen Woods.

On the opposite side—the coast-facing side of the volcano—stood a kind of shelter in the form of a campsite. Those not involved in the fighting had gathered there to wait.

Most of them had stayed in the city instead of joining the relocation to help with cooking and providing logistical support, civil servants and civilian volunteers. They huddled together, trying to ease their anxiety.
