It is the kind of ability that allows the user to disrupt the magic power flow in the field around them and limits the use of their opponent’s magic, skills and abilities.
It was a pretty vicious ability to have up your sleeve, so there were actually several different restrictions that had to be made if one would really want to use it, but……
